Constitution
The Constitution of the International Brotherhood of Boilermakers is the primary governing document of the union. It governs the actions of the International and local lodges, as well as those of all officers, staff, and members at all levels of the union. When necessary, the International president interprets the Constitution, but its language can be changed only by a vote of delegates at a Consolidated Convention.
The Brotherhood’s Constitution provides rules for becoming and remaining a member, for forming lodges and all other bodies within the union, for electing both International and local lodge officers, and for electing delegates to the Consolidated Convention so that the Constitution can be amended as needed. It lays down the duties of all International as well as local lodge officers.
The Constitution sets rules for the conduct of officers and members. It also provides a mechanism for bringing charges against members and officers when they fail to meet these standards of conduct. It provides the basis for conducting the finances of the union by setting per capita and other fees, allocating receipts to various funds, and setting the salaries of all International officers and salary limits for all International staff.
